With the United Nations establishing water and sanitation as independent human rights, I have sought to study the implementation of these new rights in public policy, examining the influence of these rights on global water governance, national water policies, water utility practice, and water and sanitation outcomes. As a basis for rights-based accountability, this research has sought to understand how water, sanitation, and hygiene indicators can frame human rights monitoring, examining the process of developing human rights indicators, studying human rights reporting on water, developing a Global Water Performance Index, and co-authoring the chapter on water and sanitation in Foundations of Global Health & Human Rights.
